Thank you so much for that information! You have confirmed what I have suspected and what I've read about how unwed mothers, at the time, may have given their babies up in hopes that they would be taken in. In the U.S. the location is often a Fire Station. I have a couple other questions that hopefully you can help me with.
1) On page 1, first column, after the first paragraph, there is a woman named, Maria Anna Siovenco(?) What was her role in this document? Is she the one who found the child and reported him to the authorities?
2) On page 2, first column, at the top, I believe it says that Salvadore was given to Ignazia Comella, is that correct? Does that section provide any additional information about the family that took him in?

Di Maria Anna Giovenca, aged forty, by profession employed in the foundlings house[/i]’ delivers to the Registrar a report from the Commessione Amministrativa Comunale di Termini, concerning the finding on the wheel of a child.
2) "Salvatore si da a nutrice ad Ignazia Comella, moglie di Giuseppe"
Salvatore is given to Ignazia Comella, Giuseppe's wife, as wet nurse.

Thanks very much for the additional information and the links to the reports. It confirms what I thought. Salvador must have stayed with his wet nurse because she and her husband, Giuseppe are identified later in the Allegati records of his marriage in 1859.
