dual citizenship at the Philadelphia Consulate

I am currently trying to apply for dual citizenship through the Philadelphia Consulate. I believe I have all the documents required.

There is one issue that is troubling me. I have the required Certification of Nonexistence of a Naturalization Record for my Italian relative. However, the cert was sent from 111 Massachussetts Ave in D.C. (per USCIS's website). The paperwork from the Consulate says they only accept certs from 423 I Street in D.C. I think their paperwork is not up-to-date. Can anyone give me advise? The Consulate is not being helpful.

I am stuck on this step.

How exactly do I go about getting this "Certification of Nonexistence of a Naturalization Record" for my Italian relative. I have done many searches and can't find any evidence that he was ever naturalized.

I don't think I have anything that is the exact match for "Certification of Nonexistence of a Naturalization Record". The 2008 US Department of Homeland Security - US Citizenship and Immigration Services - No records response is the closest I have, but this document isn't a certification or even very official looking.

These are the documents I have.
1930 Census - Showing status as Alien
1920 Census - Showing status as Alien
National Archives no records of petition for Naturalization or Declaration of Intention.
1997 Immigration and Naturalization Service Pittsburgh - No records response.
2008 US Department of Homeland Security - US Citizenship and Immigration Services - No records response.
NARA June 5 1917 Draft card showing status as Alien.
2008 US District Court - Pittsburgh - No record response.

Any help would be greatly appreciated. I would also be filing at the Philiadelphia consulate, should they return my call/email for an appointment.

Hello, in the event that your ancestor never became a naturalized US citizen it must be proven with a certification of "NO RECORDS" from the following:
1. USCIS, 2. NARA (National Archives), 3. the local County Court and 4. a Census Report from the US Dept. of Commerce.

You just need 3 "no records" from those 3 offices as above, and you can start to apply

My email and call to the philly consulate still hasn't been returned to set up my appointment.

Boston advised that I apply for my mother, who resides in Pittsburgh, first at the Philly consulate and then handle my application for my family in Boston where I reside. I will try them back if no news in a couple of days to get an appointment.

I have so many "no records" letters. I will see about getting my census data from the dept. of commerce instead of the national archives. I feel that I have everything else already. Everything is apostille'd but not translated.

you are welcome. I remember as a kid, there was a Mr. Mulè, in Trapani, who built the condos where my parents still live, his building company went on bankruptcy after a couple of years....this was back in the 80's...just to let you know

I know we have relatives in and around there, but just not sure of the whole family tree there. I am still in contact with the Mulé's of Palermo and around Enna eve though I hadn't visited in 8 years, we still video chat. Unfortunately my father's grandfather (Mulé) was naturalized before my father's father was born, so I am trying to pursue citizenship through my mother's grandfather, from central Italy.

Hello! I have a similar question. My g-grandfather was naturalized AFTER the birth of my grandfather. I used the USCIS genealogical service to get a copy of his naturalization paperwork, HOWEVER, they just sent xerox copies, rather than anything official. So I believe I need a letter from USCIS attesting to the fact that he was naturalized after the birth from my grandfather? I live just outside Washington DC. Can someone give me an actual address or phone number (or a web page reference) for USCIS where I could request this info? I thinkr the Philly consulate's info may be outdated. Where did you write to get the letter you requested?

I guess with Philly it can go either way. I contacted them about 1 month ago through email and set up my appointment. They got back to me right away. Also I received my "no record" from USCIS , I am waiting on the non existence letter. Im curious also as to what the letter head address is because I know philly said a non existence letter has to be from a specific address. We shall see

The xerox copy is all that USCIS gives out. You can also write to NARA and ask for a certified copy of your ancestor's naturalization application paperwork, which is what I did since the cert from USCIS was almost illegibile. Also, people have had good luck requesting the electronic version of the certificate from USCIS, and fiddling the contrast in a photo editing software to get a better copy.

I do not think that the address of the entity is relevant- the govt moves offices all the time. The certification has to be from USCIS, as they are the only govt. entity who can make a definitive statement to rely on about citizenship status.

I have the USCIS letter & NARA Letter, but I still need the Census Report??

I have my grandfather's passport (what's left of it) from 1894. Will that help?

Ddear Don for your information in 1869 Italian government bgean requiring people to obtain passports to move WITHIN Italy. However, the USA abnd many other countries did not require passports, so many Italians left Italy without an official passport. The Italian government did this because they wanted to make the sure Young Italian men did not emigrate to avoid compulsory military draft thus making the Italian internal police (La Questura) the issuing body. =Peter=

His passport makes mention of his pending travel to Marseille in 1894.

He was a category 3 for the military.
