Once I finally get all my documents and they need to be translated into Italian, can a relative do that. My step father speaks Italian. Could he do it or does it need to be an official translator from the government

Where will you apply? Some consulates (such as New York City, last I heard) allow anyone to do the translations with the exception of divorce documents, presumably due to their complexity. I have seen threads which indicate the Phili consulate will be closing soon. If so, you will probably be going to Washington, DC instead.

Actually I live in southern New Jersey so Im assuming they would send me to NYC...I hope!

There is a consulate in Newark, NJ. That is probably where you have to go.

Your relative can translate the your documents only if he is a certified professional translator.
