Can somebody tell me if 'San Germano' was the name for Cassino (frosinone) in or around 1860???

The modern town which arose on the site of the ancient town of Casinum was called San Germano, but on 28 July 1863 the name was officially reverted to "Cassino".

Jamie, not certain if this matters in your research, but do keep in mind that the province of Frosinone did not exist prior to December 6, 1926 ( http://en.wikipedia.org/wiki/Province_of_Frosinone ).
Prior to that date, the comuni which make up Frosinone today were associated with other provinces. I believe that Cassino may have been detached from Provincia di Caserta and folded into the new Frosinone.

The Province was established by Royal Decree on 6 December 1926 with territories belonging to Lazio and to Campania. The Campania areas were the left valley of the Liri-Garigliano river, the district of Sora, the Comino Valley, the district of Cassino, the Gulf of Formia and Gaeta, the Pontine isles, which until then had been for centuries included in the Province called Terra di Lavoro, of the Kingdom of Naples (or of the Two Sicilies).
