Help to identify FERT Masenza Roma button crest

As a nation state, Italy has emerged only in 1871. Until then the country was politically divided into a large number of independant cities, provinces and islands. The currently available evidences point out to a dominant Etruscan, Greek and Roman cultural influence on today's Italians.

Help to identify FERT Masenza Roma button crest

I would appreciate any help to identify this silver button that is about 1" in size.

It has the word "FERT" on the front and is hallmarked on the back "MASENZA ROMA" "800"
