Italy or USA Age of Majority

Italy or USA Age of Majority

He, the Son, arrived at Ellis Island at age nine. If his father naturalized in 1913 when the son was age 19, what was the age of majority in Italy at that time? I happen to think it was 17 and.that Italy would have made the determination as to whether or not it's citizen was naturalized based on his age. I do not think it would have been the determination of the USA. Can anyone confirm as to age of majority in Italy in 1913?
