Help Translating

This is the last few sentences of a birth certificate. I was just curious what it said. I don't know if it's relevant information or just notes that the state makes. I would greatly appreciate it if someone could translate it for me.

After having asserted to the town official the truth about the birth, and about the sex of the infant, the informant stated that he had dispensed with presenting the above infant to the town official for hygienic reasons. He then read the act to all who intervened. The witnesses and the town official signed the act below, but the informant was illiterate and did not.

Okay... what does that mean? The baby was sick so they sent him to the doctor?

I really don't know. Possibly Livio knows a better translation for the word "igieni" which I believe has to do with hygiene.

Hygienic reasons could be health reasons.
