Is USA passport a requirement to obtain the Italian passport

Over 25 million Italians have emigrated between 1861 and 1960 with a migration boom between 1871 and 1915 when over 13,5 million emigrants left the country for European and overseas destinations.

Is the USA passport a requirement?
I received an email from the Italian consulate in Chicago. They say that the only thing that we are missing, with the passport application package already sent, is a copy of my children's USA passports. I sent an email back explaining that they don't have the USA passport yet. They will be applying for them next week. I haven't heard back from them as of yet.
Do you think that is going to be an issue?

Follow Up---
Per the Italian consulate in Chicago, first Italian passports for children require USA identification, in the form of a US passport.

Newark also requires to review my US Passport before giving me my Italian one....

I think it's safe to say that US passports are a requirement for minor children regardless of where they might reside in the US.
