Well, the form is preprinted like this "alle ore ______________ meridiane". On the empty space, the mayor or the officer writes : "alle ore po meridiane" or " alle ore anti meridiane". In this case you can see that the mayor wrote "anti" for the notification but he wrote "po" for the birth.
The older generations who lived in southern Italy certainly remember the sound of the bells or the siren that occurred at various times of the day.
