I am interested in finding more information about the civil-record process before the civil authorities recognized church marriages ( about 1860-1929)
Concerning civil marriages: did the couples that had a church marriage then get married at the town-hall to have their marriage legally recorded by the government?
Where was "Promise-to-Marry" document completed? Who had to appear for the completion of the this document? What papers had to shown for this process?
Any detailed steps in the civil processes from the "Promise-to-Marry" to the civil marriage would be appreciated.

Civil record keeping began in thsoe parts of Italy who did not already keep them (like the Regno delle due sicilia) around 1870. Those married in the church before that, who continued to have children after civil records begun had their children recorded with only the father's name. Effectively maing them illegitimate. Once the parents realixzed this, usually about 5-10 years later) they registered their religious marriage with the civil authorities. These marriage records usually have a notation legitimizing the children born previously (but not always) and usually included only those children alive at the time. Not all towns went back to the civil birth to add the mother's name. However if the children were reistered under the mother's name (or under an invented name) the records were corrected to the father's surname.
