Well, they tell you that you can vote if you have the tessera elettorale. If you don't have it you can go to the comune, Ufficio elettorale
(This is not written on the postcard, but when you have it you go to the polling station with the tessera and your passport, you vote and the clerk puts a stamp on the tessera, that you must keep for future elections)
Railroads in Italy (and perhaps also airlines and bus lines but I don't know for sure) have special discounts for people who travel for the elections.
