Need help with paragraph translation...

This is my grandfather's birth certificate. He was a foundling born in Sicily in 1882. I figured out the top portion. Its the bottom paragraph that I can't understand and need translated beginning with "the declarant". Thank you!

The declarant (Maria Molica) asks to receive the custody of the baby and promises in front of the witnesses to nurse him. The official has no objections and leave the baby to her.
