My commune is asking for 61 euros so they can send me the family sheet. It includes postal charge and revenue stamp (marca da bollo). They will take the total amount in CASH ONLY - by UPS or insured mail ONLY.
Is this reasonable and legitimate -I asked for much simpler ways to both send the money and receive the document, but they ignore my ideas, and say this is the legislation they have to follow ??
Any input is appreciated. Thank you.

mi dispiace comunicarle che non è possibile inviare vaglia postali o bancari per riscuotere i diritti dovuti e per la spesa della marca da bollo. Non ci è permesso per la legislazione italiana incassare vaglia per poi comprare la marca da bollo.
Per il pagamento dei diritti pari ad € 41,28 e spese postali pari ad € 4,50 e per la marca da bollo di € 16,00, purtroppo dovrà inviare la somma complessiva di € 61,78 in contanti tramite corriere espresso (ad esempio UPS, DHL) oppure se lo ritiene opportuno con raccomandata assicurata.
Non appena ci perverrà la somma richiesta, provvederemo a spedire la certificazione.
