Stuck on great-grandfather's Italian birth certificate

Hi all, I have been collecting my documents for my citizenship application, but I am totally stuck on finding my great-grandfather's Italian birth certificate!

His name was Cesare Pascarelli (also listed as Pasquarelli) and his parents were Gennaro Pascarelli and Assunta Palumbo. I know his estimated date of birth (1889-1890) and I know from his immigration records that his last place of residence before traveling to New York was Positano. So far I have found no records of his birth on familysearch, ancestry, or the Antenati website.

I'm familiar with collecting documents for immigration purposes as I did everything for my husband's fiancé visa and green card, but I am totally stuck with this. All I know to do is to keep searching those resources, but there are so many possible comune's around Serrano/Naples that it seems like an impossible task!

Any advice you can offer would be amazing and very much appreciated. Thank you!!

The records you find on these websites are not good enough for citizenship applications but they would give you actual information to get the official certificates. Unfortunately these years are not scheduled for uploading to either site.
For records after 1865 you need to write to the town.

If you recheck his ship manifest, his last residence was Positano, but his birthplace in the last column was Roccapiemonte in the province of Salerno in the Campania region. Manifest below, line 10

I actually just received a copy of his ship manifest in the post yesterday and discovered this. I don't know how I missed it! Thanks so much for your reply!

1889 birth act for Cesere Giuseppe Pascarelli, # 166 (cento sessantasei)

Presented at the town hall in Roccapiemonte at 10:15 AM on 8 Dec 1889 by Gennaro Pascarelli, 48 a farmer, who stated that at 9;20 Pm on 5 Dec 1889 in a house on Vicolo San Felice, #10 from his wife Assunta Palumbo, a seamstress, was born a son he presented and gave the name Cesare Giuseppe
