NYC Department of Vital Records claiming they can't find GGM's BC

Hey All:

I was hoping someone might be able to help me with what I hope is the last remaining issue with my pending JS citizenship application (NYC Consulate). I had my appointment last May and was told I needed to make a few changes to certain documents and also obtain a photo copy of my GGM's birth certificate from New York City, since she is not from the line I'm using.

So far I haven't been able to get her birth certificate from NYC's Department of Vital Records. They are claiming that it doesn't exist even though I have the certificate number associated with the birth certificate. I don't believe this is actually the case. Her name is Nicolina M Carriero and she was born on May 10, 1915. The certificate number for her birth certificate is 26925. Does anyone have any suggestions for what I should do next? I'm not sure if I'm at the point where an attorney is necessary, but I'm starting to think that's the case. Thank you in advance for any information you may be able to provide.
