Translation Help for Pelligrino Belfiore 1830

I could use a little assistance with a translation of a birth record for Pelligrino Belfiore, born on Jan. 22, 1850 in Forino, Avellino. There is a lot of handwriting on the record. It looks like he was a foundling. Can anyone help me translate? Are there any indications of who the parents were? Here is the link:

Pellegrino Belfiore was put in the Wheel on Jan 22nd, 1830.
He was wrapped in white rags, and had no marks in his body that could lead to his parents.
