A dispensation is given to remove the three consecutive Sundays in parishes (one instead of three) in Parish (blank) between the solemn Mass a marriage was held without any legitimate impediment to the Apostolic dispensation.

I infrascribed Archpriest questioned Giuseppe D’Eliso son of Camillo and Chiara Comignani of the parish (blank) and Angela Costantini daughter of Pasquale and Sofia Comignani of this parish. Having had their mutual consent, I joined them solemnly in marriage according to the rites of the Saint Mother Church. In the presence of suitable witnesses Michele Crocetta and Pantaleone di Andreamatteo. (Today spelt D'Andreamatteo)

I'm wondering whether the Arch Priest's name might be "Ferrucci"? I have my doubts about "Faseriani" - also the name doesn't seem to exist.

mmogno: I'm so pleased you rewrote the last paragraph. I was going to take another look at it today because how it was written made no sense to me personally. My Latin is limited and as I was so tired yesterday I could'nt get a lot of sense out of it. Your interpretation and translation makes perfect sense.

The only part where the text should be changed a bit to translate in English (or Italian) is at: I joined them.....
You may compare with the text used in the records of today, in Italian, and choose the best translation (I suppose English is your first language) :

As to the priest's name perhaps it is not Faseriani, but I don't read Ferrucci. It can be left as unreadable.

I wanted to add a more complete bottom section of Giuseppe's Liber Matrimoniorum which shows a better signature of the priest as Joseph Fasi???ac?i and the name of the first witness Michaele Crocetta? It is interesting that the first witness of both marriages (top & bottom) seem to be the same witness while the second witnesses are different. I'm hoping this better bottom section helps more with a cleaner transcription.

Yes, this is written better. I read Farinacci, arch. Joseph Farinacci and
Michaele Crocetta, as Angela read. However wait until Angela will read all the last messages and review all.

I was able to find the surnames Farinacci on the italian site dl.antenati.san.beniculturali.it. for Citta Sant'Angelo. I also found nascita for Michaele Crocetta as image 104 dated 7 May 1882. I found a Morte for Giuseppe Farinacci dated 1889 which is too early for the priest Joseph Farinacci to do a wedding in 1911. I also found the 2nd witness surname under D'Andrea Matteo rather than di Andrea Matteo but no given name of Pantaleone. At least all the surnames of the witnesses and the priest seem good for the area. I have a photo of the church where Giuseppe and Angiolina were married. It was Cattedrale S. Michele Arcangelo in Citta Sant'Angelo.

You all have been very helpful in my request. I certainally have a much better picture of the parish marriage record than when I started. Any last eyes on the record and posts will be helpful. I concur with Cedrone that the surname in question is Farinacci. The signature is so much clearer in Record No 4. I don't have anything else to add. I have total confidence in both Cedrone and mmogno's interpretation of the Act and their translations from Latin to English.
