help with notation on birth act, pls

this is what i read in the first part....that Angelo Gaspero age 46, chief prison guard presents the child. the mother is Maria Grazia Feriero. the child is born from a union with a non-married man residing in the judicial prison, child is named angelo and is stillborn.

i'm a bit unclear as to what is written at the bottom - as it is translated thru google:
"the declared has announced the aforementioned birth in his capacity as guardian of this judicial prison, in which Feriero is detained and has given birth to the child."

it's the 'Feriero is detained' part that throws me.....is this accurate?

Yes Maria Grazia Feriero was in prison and she had an affair with some one residing is the prison (a guard?),
