1883 birth acts P.II. #28 & 29 - giuseppe & achille abramo
i would appreciate a general understanding of the acts....was this a birth that was finally being registered in 1883?

No, this is the transcription of two "atti di riconoscimento" (act of recognition).
Melchiorre Abramo declared to be the father of the two persons that had been registered at the birth as sons of unknown parents.
If you need I'll translate later with more details.

the only other details i would be interested in is if it gives the date of birth of each child and the mother's name(s). if not, this is good.

The mother's name is not indicated.
There are the dates, seem the date of the act, not exactly the birth :
Giuseppe Palermitano 3 July 1863
Achille Valentini 30 December 1870
After the recognition, they took the father's surname.

From the side notes of the birth act:
After recognition by the father, Achille Abramo married Maria Saggese on 20/4/1893 in Monteleone.

He was also recognized by the mother Lucida Rubino when the parents married on 29/3/1907 in Ariano.
