Strange Delayed Birth Act Translation

Here is the birth act of Maria Amalia Iapicca, who is said to be born 1859 but this act is dated 1884.

I am not sure what this delayed birth act says or why it is taking place 25 or so years after the woman's birth, I am hoping for some clarification on what this act says and why it exists. I can make out that there is legal consul involved, Vincenzo Acone, so I figure this must be some sort of court issue.

I don't necessarily need a word by word translation, but I would really appreciate just an explanation of what I'm looking at.

Yes, it mentions a Court Order, based on a sworn declaration.
It just says that the birth record in 1859 was "missing", but does not explain why.

In 1859 civil status registration in Italy had not been implemented yet, therefore the only existing Birth records were from the baptism registries of the parishes.

If a parish church's archives were destroyed or otherwise unobtainable, the only way to get a birth record would be to petition a court.

In Southern Italy, civil registrations do exist from about 1809 on, and in Sicily, from 1820.
