I've just focussed on the writing within the red circle. It will probably need some tweaking.

This is what I'm understanding:
He returned from New York and spontaneously presented himself.
Skilled. Enlisted in First category.
He does not aspire to exemption. (I think it means that he does not qualify for exemption?)
Complaint to the Judicial Authority for admission to the amnesty granted by Royal Decree on 19 May 1910. N.241.

Sorry to bother again, but what do you think is meant by the note:

Was my relative trying to avoid service and asking for amnesty??

I don't know the details, but there were special rules for the soldiers willing to emigrate, they could be exempted from service or called back to Italy if necessary.
I understand that this person had to present himself on December 1908, but he didn't, so he had to be prosecuted.

But in 1910 that Royal Decree gave an amnesty for certain military infractions, so, after he came back and presented himself, the competent Military Court was informed to apply the amnesty.
Where it is said 'he did not ask exemption' seems perhaps he could ask (perhaps going again abroad?), but he did not ask, so it seems he began his military service after that moment (1910).

It's interesting what you have said here. I didn't know how to interpret "Non aspira ad esenzione." My son happened to be working from my home on that day. His English is outstanding (unlike mine), so I mentioned the document to him, and the English word "aspire" (aspira). He basically interpreted the sentence exactly as you have. (I should've listened to him. Live and learn - especially from your children.)

'Aspirare' in Italian has different meanings, I tried with a translator to English and from the various results the better for this sentence is 'hope for'.
I interpret that the official writing the note wanted to say simply that the
soldier did not apply for any kind of exemption (independently from the fact that he could have a reason to do it or not).

E' una condizione per ottenere l'amnistia prevista dal RD 241 (art. 2, comma c).
