It's the transcription of a baptismal record from the Church of the Immacolata Concezione, Parish of Susa, Diocesis of Cartagine (Tunisia).
Date Dec 17, 1901
Filomena Messina was born in Susa on Nov 23, and baptized today.
She was the daughter of Francesco Messina, native to Menfi (province of Girgenti, now Agrigento), and Carmela Schiavone, native to Salerno (province of Trapani) here, there must be a clerical error on Salerno, or Trapani. Maybe they meant Salemi?
Godparents were Alberto De Battista, and Provvidenza De Battista, nèe Romeo

On Feb 12, 1902 the certificate was issued in Tunisia.
On May 30th, 1903 the translation of the original certificate was issued in Sciacca
On Jun 2nd, 1903 the certificate arrived at the Town Offices of Menfi and was copied in the register of births.

Just a couple of things. Your links are broken so we can't access them. The best way to copy links is to right click in the address bar, copy the link, and then paste it. That way you should get the complete address.
Second thing. The marriage took place in 1892 so that is why you are having difficulty locating the marriage. You'll notice there are discrepancies in the date of marriage written on each of the two birth records.

Groom: Francesco Messina, vedovo (widower), 48 yo, carrettiere (cart driver), born in Menfi, residing in Castelvetrano, son of the deceased Calogero, and of the deceased Maria Montalbano who had both resided in Menfi when living.
Bride: Carmela Scavone, never married, 32 yo, casalinga, born in Salemi, but residing in this town , the daughter of the deceased Gabriele Scavone and of the deceased Paola Angela, who had both resided in this town when living.
