Can anyone translate this for me? I think it says he was born on September 13 1871, but I don’t speak Italian. It’s for Michele bitacola 127.

Declarant (father): Luigi Bitacola, son of deceased Giuseppe, 46 years old, peasant
Mother: Serafina (?) Catino, daughter of deceased Michelangelo, 46 years old
Child: Michele, born on day 29 at 3pm in parents' home, situated in 22, Cavalcavia di Piazza Cavour

I can't make out, where's this record from?

It should be from the birth records from the town of Bella. Thanks! I’m hoping to get this from the town to get dual citizenship.
