Hello. Welcome to the forum.

The document you have posted is referred to as a Birth (Record) Extract from 1890, Part 1. (While it is referred to as an "extract" it is actually a handwritten copy of the complete record.) Here's a loose translation of the important points. Great that you have this as I don't see this year of births for the town online.

Birth No 8: Nicola Bozza, son of Francesco

Registered in the town of Celenza Valfortore on 23 January 1890

Appearing before the official was Francesco Bozza, 34 yo, contadino (peasant/farmer), who lived in Celenza. He reported that at 9.15 am on 22 of the current month (ie 22 Jan 1890) in the house situated in Via Colle, No 1, from Maria Severino, his wife, a contadina, living with him, was born a baby boy who he presented to the official and gave the name of Nicola.

The other names there are those who witnessed the birth registration proceedings.
