I used Paint Shop Pro, in particular when resizing you need to use Bicubic Resample. Through experimentation, I found that this Resize Type works best.

Have you ever tried..Image Resizer Powertoy for Windows XP? I found it so fast and so easy to use. After installing it I now only have to right click on a picture or image and choose the option for resize pictures. It gives me a small, medium large, handheld and custom choice. I click one one and its done.

Wouldn't have worked for these ... I had to do some significant color and contrast adjustments since we had so much cloud cover.
