You are correct, it helps with getting permission to be a resident. Once that is granted then the citizenship process follows.

No, who she lives with has nothing to do with applying for citizenship.

Under Circolare 32, you get a Declaration of Presence within 8 days of arrival and apply for residenza. Living with relatives does not affect one's ability to get residenza.

Sorry, but you are wrong in this instance. Somewhere in Italian law [still looking for the reference] it states that if you have a relative, up to the fourth degree, in Italy, you can take up residency with that person and obtain a special pds because if you have a relative in Italy you can not be rejected from the country.

Be that as it may, since Circolare 32 was issued in Giugno 2007, you don't need to fool with some obscure living-with-a-relative permesso di soggiorno. You get a Declaration of Presence within 8 days and apply for residenza, period. Why mess around with that other thing which is hidden somewhere in Italian law when you have a clear and simple path before you?

Once you have residenza and apply for recognition of jus sanguinis citizenship, you get a permesso di soggiorno per attesa della cittadinanza and you cannot be rejected from the country.

There is an advantage to using ones family. The hurdles are higher if you are a "stranger" in Italy since you are required to prove that you are able to support your self and that you have a suitable place to live. Using the family connection the officials are less likely to scrutinize every facet of your request since they consider the applicant as part of an Italian family rather than an immigrant. You still are required to show enough income to survive for a year but your family [in Italy] can contribute to that by not charging rent and by supplying food for example.

In my situation there is no relative

Is it true that once you have your residence accepted you can start the citizenship procedure?

A Declaration of Presence from the Questura requires proof of nothing, other than a passport and your presence in Italy.

Under Circolare 32 of June 2007, with the Declaration of Presence you can apply at the Anagrafe for residence (which is not the same thing as permission to stay in Italy).

With residence, you can submit your citizenship documents to the Stato Civile.

With the Stato Civile receipt, you can apply for a Permesso di Soggiorno per attesa della cittadinanza, good for one year, and without proof of income or lodging.

He claims that you can get citizenship in 3 to 6 months for 2600 and that he has helped 1300 Brazilians.

No, you need to fill out a Declaration of Presence at the Questura within 8 days of arrival. With this you can apply for residenza at the anagrafe, but there is no time constraint.

1 or 2 weeks sounds like a reasonable average time for the vigili to visit your apartment to see if you live there. There's no guarantee it won't take longer, however.

Afterwards, your residenza should be approved. At this point you can submit your citizenship documents to the Stato Civile. Then you can apply at the post office for a permesso di soggiorno for awaiting citizenship.

My idea is to let my girlfriend live with my coussin. She can then travel and if they show up my cousin can tell them to come back tommorow because she is out. My girlfriend then needs to be there within 8-10 hours or so, to show she lives there. I also would put stuff in there room as it is if she actually live there

Would that work?
