Hi Joe,
I know this is an old post-I hope you found the marriage record you needed. I got dual citizenship at the Philadelphia consulate a little over a year ago. I had a similar situation. My g-grandparents were married in NYC, but I was never able to obtain their marriage record, the city did not have it.
Luckily, at the time of their marriage they reported it to their commune in Sicily. It was listed as an ammendment to their birth records. I was able to use this as an "already on file" and it was accepted. I got to go to Italy on my new passport last summer!
Perhaps your g-grandparents did the same?
