Well I tell you guys one thing, the person that was working with me (I will not mention names as I could be held legally accountable for this) was EXTREMELY rude with me. And I believe it was because of a misunderstanding. First the person working with me had a VERY thick accent in english and was constantly searching for words so naturally being fluent in italian I said in italian of course " With all due respect, would you like to speak italian as I'm fluent in it? " At this point they looked at me with a VERY insulting look on their face and in italian said "What? You can't speak the language of where you grew up?" and the rest of this conversation was conducted in italian. When I would ask questions very respectfully they would respond to me with bold stern statements like " My job is not to inform you of WHY I can't help or WHY it can't work, but it's to inform you if it's possible or not " and then proceeded to ROLL their eyes. It was just absolutely humiliating. I wasn't going to argue with this person as they were extremely set in their ways.

Thanks for the suggestion but I am too far away back here in way western new york. I'm much closer to the toronto embassy(2 hours) but unfortunately I can't go through that one. I have no money to return back 6 hours away in New York.

I realize it is not an option for many people, but I would imagine that anyone who wants citizenship badly enough could hire an Italian lawyer who specializes in citizenship jure sanguinis matters.
After all, when all is said and done, there is the simple question of whether an applicant's documentation meets the requirements set forth in the relevant law.
Also, when dealing with bureaucrats in a situation which has already "gone bad" with no hope for recovery, you now have the option to simply get tough. Obtain copies of the laws relevant to your citizenship application and then carefully and painstakingly show the bureaucrat that you have met every requirement set forth in those laws and demand that your application be granted or that you are given a written statement explaining where your documentation has failed. Make it clear that you will hire an attorney if necessary and that you "are trying to avoid embarassing the consulate" but will do so if given no other choice.
