Visit this page and use the appropriate form letter generator to create a letter which you can then mail/fax/email to the comuni.
Personally, I suggest sending a formal letter via postal mai however some have had success with fax and/or email. Much depends on the individual comune.
Some comuni are very responsive, other are not so responsive. Could be 45 days or 6 months. Keep in mind the Christmas holidays are approaching.
Also, what time period are we talking about? If the person was born after 1860, it is easier for most comune employees to find the records. if before, it is magnitudes more difficult.
This should not be a problem. I would write your request in Italian. Tell the comue the purpose of the request - citizenship? tell them you need an official, original certificate, be prepared and offer to pay them for the certificate. The time it takes depends. Each comune if different.
Presumably you know the address for each comune but you should request an "Estratto di nascita" (copia integrale)= long form with more information contained therein from the Ufficio di Stato Civile in either comune.
If a certificate of Italian citizenship is requested perhaps you might wish to rely on the birth certificate. You may also wish to request the Census office Uffico Anagrafe for a certificato di stato di famiglia which shows the date, and place of birth of each family member in the name of their father. =Peter=
