I have read the article regarding Italian citizenship requirements. However, I have the following question. My grandfather was naturalized 34 days before the birth of my mother. Additionally, her mother was naturalized 12 ½ years after she was born.
Was my mother eligible for Italian Citizenship?

If your mother was born after 1948, she could have inherited Italian citizenship through her mother as the mother was still Italian at the time she gave birth to the daughter.

Italian women can pass citizenship only to offspring born after 1948 so your mother could not qualify for jures sanguines recognition through her mother. But it's possible to file a lawsuit in Italy to obtain citizenship in cases like this. I can't provide any more info but you can look for topics in this forum regarding the 1948 law as there is substantial information on the subject.

My mother-in-law was born in 1915 in Philadelphia. Both of her parents were born in Teramo and immigrated in 1905. Her father was naturalized in 1924 and her mother was naturalized in 1943. My husband was born in 1954. Could my husband pursue a claim of citizenship?

Yes, your husband would be eligible through his maternal grand-father.

Also note that if you married your Italian-citizen husband before 1983, you automatically became an Italian citizen as well.
Jennebet is correct that your mother could not obtain Italian citizenship through her mother's line by applying through the consulate. However "1948" cases have been successfully argued in Italian courts for several years, so if you have no other options, this is a very viable one.
