Intention to naturalize disqualify?

Over 25 million Italians have emigrated between 1861 and 1960 with a migration boom between 1871 and 1915 when over 13,5 million emigrants left the country for European and overseas destinations.

Intention to naturalize disqualify?

Found out my finance's ancestor signed his decloration of intention to naturalize in 1921 and the ancestor was naturalized in 1928 and the grandfather was born 1923 5 years after does she not qualify? will a consular official pick this apart ?


ggf signs intent 1921
gf born in 1923
ggf naturalizes 1928

Only the year of actual naturalization matters.
