I reviewed the web site of the Italian Embassy in Washington, DC and did not find an answer to my question. I am hoping that someone on this board can help.
My Italian citizenship was recognized through descent (jure sanguinis) in 2016. I applied through the Italian consulate in Philadelphia, US. In 2010 my mother's Italian citizenship was recognized jure sanguinis. Her Italian parents immigrated from Roncigione, VT, Lazio. In October 2017 I visited Ronciglione and I was shown my citizenship file along with my mother's file. It was a great experience.
Now my brother and his 28 year old daughter (unmarried) have decided that they too want to apply to have their Italian citizenship recognized. With my help, they have prepared all of the necessary documents which include the US documents and the Italian documents regarding our ancestors. The US documents include the US birth, marriage and death records as well as my grandfather's naturalization certificate. All US documents have the necessary seals and translations. Their application appointment date is in 2020 at the Italian consulate in Chicago, US.
My niece serves in the US military and recently she was told that she will be reporting for duty in Italy! My brother plans to visit her and together they will visit Ronciglione. They were wondering if it would be possible to apply/register for citizenship at the Italian comune of Ronciglione if they hand-carried all of their paperwork? Of course they would prearrange a meeting with the Ronciglione office manager, arrange for a translator to be present at the meeting and come prepared to pay the necessary fees in euro.
Does anyone have experience with this approach?

In order to apply at the commune in Ronciglione, irregardless of the fact that other family members have already been recognized, your brother and his adult daughter would have to be living in the commune as legal residents. American tourists cannot get legal residence without first applying for a visa through the Italian consulate in Chicago. Comunes serve only legal residents just like Consulates in the US serve only legal residents. Supposedly, however, there are some companies that will help a person facing a long wait at a consulate apply in Italy but I'm not familiar with them or what sort of requirements are needed. Perhaps someone else can provide more info.
