A law was made in 1901 to protect emigrants. They needed to ask for a passport plus special authorizations for minors and men until age 32 (because there was a military service).
The owner of the ship needed a special licence, was responsable of any damage to the emigrant, should verify its documents and if he could be admitted in the country of destination. I do not think he could have interest in helping a person with false documents (that should not be discovered by the Italian and also by the foreign authorities).
