Was the person the immigrant was joining in America a formal sponsor or just a contact?

No expert here, but in my experience with these records, there wasn't anything necessarily 'formal' about those names & relationships. My paternal GF came to the USA multiple times and used several different names in that column of the manifests--according to my Aunt (my GF's eldest daughter) these were sometimes made up people.
