it could also (and more likely) be 917. It looks more like it could have been a storefront or office (such as the immigration office you mentioned)...

If it existed in 1910 then it was likely a residence. You should search for it in records c.1910, like Census, military, and city directories. You might find a Bucci or Mattia.
You might be able to find out more from the land office in Philadelphia, PU. I mean PA.

Do you know when Gus moved to Michigan?
He immigrated to Philly in 1910 and by Summer 1917 he was living in Michigan working for Ford.
Did he live in Philly for a while or did he go straight to MI?

Anyway, I believe he arrived in Detroit in 1913 and immediately started work at FoMoCo. His brother-in-law Alfredo Rossi (husband of his older sister), I think was already there and may have worked for Ford as well.
He joined the US Army I assume around 1917 (served in France) and was honorably discharged in 1919 as a PFC.
He retired from Ford as a body stamping press operator in 1956 at age 65.
I assume he stayed in Philly (with relatives) long enough to become proficient in English (which he was, with an accent)...
