Enrica Avanzi's mother Anna's surname

I am trying to decipher Enrica Avanzi's mother's surname in the 1869 birth act from the city of Bologna, #310 end of line 11 and beginning of line 12.

Saglini is the correct surname. Make a comparison between S and V capital letters repeated several times in the act. Note the S of Stato in the initial lines identical to the first capital surname letter and no "a" before the "n".

I tend to agree that it begins with an "S" but I believe that there is a little incomplete letter "o" just before the letter "n" and that the correct surname is "Saglioni" - a name which did and still does appear in Bologna. (A lot of the letter "o"s that appear in the record seem to be incomplete.)

Could be. Solution is to find the death record of Saglini/Saglioni Anna of Gaetano, or Gaetano death records and see what happens with the surname wrote (probably) by a different hand.

Death records are generally the least accurate of the civil records. Birth records are the most accurate but unfortunately they are not online, so the next ones to look for would be the marriage of Alfonso Avanzi and Anna Saglioni/Salioni. I've located the following 1868 marriage record which looks to be theirs? Interesting is that Anna's surname is spelt Salioni without the "g" but it could be a clerical error? I'm still tend towards Saglioni.

tanks Angela, look at the end of second page marriage act, Luigia Anna signed herself the act (so not illetterate) as "Saglioni", to me it proves definitively the correct surname.

Oh, yes, so she has. The only problem is, after being 99% sure the surname is "Saglioni" that I have now located the Death Record of her father Gaetano "Salioni". Going through the death indices both Salioni and Saglioni appeared in the town. Interesting, it seems that Luigia has registered the death?

As my rule in the researches I always go to the Allegati/Pubblicazioni volumes that has more interesting info and visible certificates than in the Marriages volumes that shows the simple act only.

Yes, as it was written at the initial act Luigia came to office with another housewife (acting as a witness) to declare her father's death. Quite common. Note that in the first lines she is named "Sallioni", double L.
It's quite common at the time this kind of errors in different versions all enclosed in the same act by the office's employer.
If the office's employers (generally not so skilled) uncorrectly recorded your name/surname you will remain all your life with the wrong datas in official documents until you ask for an official "rettifica" of the datas. But illetterates were not aware of this, and until 1932 in Italy do not exist an identity portable document.
Once the information is written on the register records page can't be changed or overwritten. Absolutely forbidden.
If someone wronged Luigia surname in the Birth act she remained and signed herself as Saglioni. The same happened in my family with a surname changed by the employer that forgot an O, in this case the error was suddenly pointed out and the employer recorded in the act 2 surname, the wrong and right one: it was admitted.
This practice of errors generated the variations in Italian surnames.
