Need Help getting my Great-grandfather's birth certificate

Hi my Great Grandfather was born in Grumo Appula. I have written them a letter in Italian and haven't heard back. I've also tried emailing the commune but every email on their website gets returned back because they only accept certified email addresses. My great grandfather's name was Vito D'Angelo and he was born on October 9, 1891. Any help would be appreciated.

I read the date of birth as October 16, 1891.
