Need Assistance Regarding Property Inheritance

We are in the process of inheriting a property my father owned, however, when I received the Visura Rendita Catastale document, there are two items I am not understanding that I hope someone can help give me clarity on.

Under Current Registration of the Property, it lists my father's name and a notation under Reservations: 1-lack of legal documents justifying one of more intermediate steps[/b]. What would this be referring to?

And the second question I have is regarding the meaning of social housing? This property is a single family home.
a) A/4: Social housing
b) Excluding "surfaces of balconies, terraces and appurtenant and accessory uncovered areas, communicating or non-communicating"
