Has anyone had any luck seeking naturalisation records of Italian ancestors in South Africa from abroad?

I have searched NAAIRS and can't find any record of naturalisation.

The government gazettes do show a notice of intent to apply for naturalisation in 1936 but I still don't know if he actually did. We think he would have been required to during WW2.

I have emailed the department of home affairs about getting a record of naturalisation or a letter that he did not naturalise and received an email back to visit my nearest DHA office, I've emailed again to say that won't be possible but am yet to receive a response after 3 weeks.

Any advice would be appreciated!
