I don't understand your last sentence. Italian law treats everybody the same here, but is constant regardless of your own personal tax situation. Your statement makes it sound like the second consulate will be making its determination from scratch. I thought they accepted the determination of the first consulate as to all common info (i.e. up through my dad) and began their process from that point.

My sister will be applying for J.S. in the Chicago Consulate. I have been recognized via the San Francisco consulate, so she should be able to use my S.F. file and then provide her papers subsequent to my father.

How is a certified "copy" from NARA different than a "certified naturalization certificate" from USCIS? Does USCIS issue brand new certificates? I would think not.

San Francisco required a certified certificate: "the one with the seal and red ribbon." After getting a copy from USCIS I found I needed the certified copy, which I got from N.A.R.A.

I have never heard of such a deadline. If you meet the requirements of citizenship, you must be recognized as a citizen. I believe the banks hold onto the funds for 5 years if there is no activity or contact from the owner.
