Have you tried looking at Fiverr? Search under translators in U.S. I am not sure if you can search just for Philly area of not. A lot of people use translators from Fiverr.com. I should say that most Italian Consulates don t require a certain translator. I know a lot of people applying for dual citizenship use Fiverr.

Italian Consulates do not require a certain transcriber. You can find some on Fiverr.com. That is one of the last steps though. First you have to get all the documents in Naturalization for your GGF. Then the birth, death and marriage certificates for your Italian line

I filled out the official form and was going to place some euros in to cover the cost of certificates and return postage but the link for the Torino website says don't send cash. Any idea how I would pay? I have no problem taking a chance on sending the cash but not sure if this is correct.

You need more than a census to verify Naturalization. You need to Get official letters from USCIS and NARA stating there are no records of Naturalization found. I have a couple of ancestry search sites I use to trace my family. Have you tried to search for Pietro to find out where he was born? It might say on his marriage and/or death certificate also. You definitely need his Birth certificate.
