If a parent receives eligibility for a 1948 case, they are considered jure sanguinis and a full citizen. I am assuming this is different than naturalization. I had the same problem with my GGparents marriage. I found a church marriage certificate in Latin. Fortunately, I did not need to file this, but I did find out more information on the marriage. It was not in the state database because it got lost before they created the database in the 1990s ...

I am a 1948 case, so I go to the courts instead of the consulate. I had the translations done separately. They were to be legalized by the consulate, but since mine are translated in Italy, they are certified at the tribunal instead. All my papers are separate.
