For a 1948 case, do I just order the $65 C-file online? For one ancestor I have the C# (the one male who I need to prove I can't go through). It says very clearly that it will be an uncertified copy. I thought things had to be certified to get an apostille.

How did your case go for getting the delayed birth record created in Pennsylvania? I am going to have to do the same thing. I'm a lawyer but this is pretty far outside my practice area, and am not a lawyer in PA.
