Checking FamilySearch here , I can find marriage records for 1881-1890, 1890-1901, 1901-1910, 1911-1919, 1919-1925, 1925-1929 and index coverage for 1875-1890, 1880-1909, 1910-1929.

Well, I followed up with them, looks like you were right, they told me to email the info@comune.santostefanoquisquina.ag.it.
Very quick turnaround from that point - I got the certificate 1 day later.

I could also try snail mailing the request or finding someone who speaks Italian to call the office to see if the request is in the queue.
