I have noticed that almost every Italian is a dottore o dottoressa. I think that dottore only means that one holds an university degree.
Since I have a bachelors degree, can I use the title dottore when writing letters in Italian?

In Texas, I just went to the vital statistics office with a list of all the certs that I needed (12 in total) and they didn't ask a question.

The INS is the "custodian" of the records. Are you not american or are you just a lawyer speaking in legalese? I went to the Archives in Washington a while back. They provided no help whatsoever. Essentially, they said that the archives have records of records that exist, but not records of records that don't exist.
