Grandfather naturalization records, need guidance

My grandparents lived in San Mateo County CA for more than 50 years, since they got off the boat. I contacted the San Mateo courthouse and the lady looked them up, over the phone, free!! and she found no records at all (and they do not issue a "no records" letter). I have also ordered a certified copy of records from the NARA pacific region. But, the lady in San Mateo said that they most likely would have been registered with her office. If the NARA does not find them what is my next step??? I have read on here about the uscis but they take forever and the copies are impossible to read, what documents would I need to get my citizenship rolling?

This happened to me also. I could not find any records. My phone call looks-ups ended without results. I sent away to US Dept. of Homeland Security for records. It took a long time, but they sent me everything.
It showed he never was a citizen. A surprise to his living family. I sent
those papers to Washington DC and they sent me a certified letter "No
Records Found.

I am having a similar issue. I have written to the local county department where i believe the naturalization may have taken place. They have issued me a letter saying no records found, however I believe I will need something more formal to file with my application.
I am also confused about G-639. Is this the correct form to use to seek a formal document from Homeland Security USCIS? It is clear that they will only have records from 1906 until now, though. So if you are looking for something before 1906, they suggest you write to the Clerk of the County of where the naturalization occurred - if you know it!

Well, I got an email from the NARA saying they have located the document and it was mailed today. I am nervous about the date because all I need is it to say after Jan 17, 1942 and then I am in!!! Since my 40th birthday is Wednesday, the greatest gift I could get right now is that paper with a good date on it. I have a 50/50 chance. I will post my results.
