When are copies of records kept in the provincial capital?

When are copies of records kept in the provincial capital?

My cousin’s family came from Ateleta in 1890. I think the last one was born in 1878. This town was on the Gustav line and completely destroyed in WWII. I am wondering are there copies of birth records in L’Auila the capital of that region from that date? So in short when are records sent to the capital?
