Father wont cooperate

Over 25 million Italians have emigrated between 1861 and 1960 with a migration boom between 1871 and 1915 when over 13,5 million emigrants left the country for European and overseas destinations.

Quite frankly, I don't think there is a solution to this problem. A living ancestor also needs to sign the form stating that he never renounced Italian citizenship, and that will likely also be a problem for your friend.

Unfortunately, there are many "jerks" in this world. I think your friend would either have to find a way to reconcile with her father, marry an Italian citizen, find another citizenship path or wait until her father passes. :(

In California, a child can obtain an official copy of a parent's birth certificate: https://www.cdph.ca.gov/certlic/birthde ... lCopy.aspx

You also qualify to order a certified copy of his marriage certificate.

Is he in your direct line? If not, then you won't need anything else from him.

Wow, that's great! In NY you have to jump through hoops to even get a record for a deceased parent.
