Just to add to what Pippo translated-he mentions the consent of the Family Council. You may not know what that means. When a minor had both parents deceased, who were therefore not available to give their consent to a marriage, then close family members, or friends in the absence of any close family members, convened to discuss the merits and shortcomings of the potential spouse. For example, was he of good moral character? If there was consensus among council members that the individual was worthy of marrying their relative, then consent was given for the minor to proceed with the marriage.
