Translation help with possible transcript of BC?

Just some context. This person was born in NY but her parents moved back to Italy. There is no BC on record in the town where she was born in NY. So maybe the father had to do something with consulate in Albany?

L'anno millenovecentoquattro, addì cinque di febbraio alle ore antimeridiane nove e minuti cinquanta, avanti a me Marcellino Angelillo, Sindaco ed Ufficiale dello Stato Civile del Comune di Alife, è comparso Salvatore Coluni di anni quarantatrè, possidente, domiciliato in Alife, il quale reduce dalle Americhe mi ha chiesto di trascrivere esattamente e per intero l'atto di nascita di sua figlia Teresa Stefanina nata all'estero, di cui mi esibisce copia autentica. Aderendo quindi alla legittima istanza del medesimo, trascrivo la copia suddetta che è del tenor seguente:
"Io sacerdote della Chiesa di San Patrizio attesto aver rilevato dai registri di questa chiesa quanto appresso - Teresa Stefanina nata il giorno due del mese di gennaio dell'anno milleottocentonovantacinque dai coniugi - il padre Salvatore Coluni, la madre Sofia Rosano - i padrini furono Santo Capasso ed Elisabetta Pantozza - Il parroco firmato Finneran"
La suddetta copia è stata vistata dal regio Console italiano di Albany a due ottobre milleottocentonovantanove ed autenticata dal Ministero degli Affari Esteri del Regno d'Italia addì due febbraio corrente mese ed anno. Eseguita la trascrizione, ho munito del mio visto ed inserita nel volume degli allegati la copia suddetta. Ciò tutto si è compilato alla presenza dei testimoni Visco Roberto di anni sessantasette, calzolaio, e Domenico Cornelio di anni cinquantadue, guardia comunale.
Letto il presente atto a tutti gli interessati sono essi meco sottoscritti.

The aforementioned copy was endorsed by the Royal Italian Consul of Albany on October 2nd, nineteen hundred and ninety-nine and authenticated by the Ministry of Foreign Affairs of the Kingdom of Italy on February 2nd, this month and year. I searched this birth record on Family Search and discovered that, in the same day Feb 5 1904, Salvatore Coluni registered the birth of 5 children, all born in Albany.
